E-Scooter and E-Bike Safety
As part of our commitment to promoting safe and lawful mobility in Villa Park, the Villa Park Police Department is sharing important guidance on the use of electric scooters (e-scooters) and electric bikes (e-bikes) within our community. While these devices are allowed in Villa Park, all riders are expected to follow established safety and operational guidelines. Responsible use helps keep our streets, sidewalks, and public spaces safe and accessible for everyone—residents, visitors, pedestrians, and cyclists alike. We encourage all users to review the full set of rules and requirements listed below.
State Law on E-Scooters
An Illinois law (P.A. 103-0899), effective August 9, 2024, prohibits the use of low-speed electric scooters unless specifically authorized by a local ordinance. For communities like Villa Park that allow e-scooters, the law sets statewide standards, including:
- Minimum age requirements
- Required safety equipment
- Restrictions on where scooters may operate
Low-Speed Electric Scooter Ordinance Approved for the Village of Villa Park
The Village of Villa Park has adopted Ordinance No. 4486, officially authorizing and regulating the use of low-speed electric scooters within Village limits. This ordinance aligns with the Illinois Vehicle Code and allows residents and visitors to use scooters as an alternative, environmentally friendly mode of transportation. The goal is to enhance mobility options, promote sustainability, and ensure the safety of riders, pedestrians, and motorists.
Under the new ordinance:
- Where scooters can operate: Scooters are permitted on public roads, sidewalks, bicycle paths, and trails where bicycles are allowed, unless prohibited by signage. Operation on state highways is not allowed.
- Speed and vehicle limits: Scooters may only be used on streets with speed limits of 30 mph or less and must not exceed 10 miles per hour in operation.
- Age requirement: Operators must be 18 years of age or older.
- Equipment requirements: Scooters must have working brakes and front and rear lights or reflectors for nighttime use. Sirens are prohibited, except for authorized emergency scooters.
Safe operation rules:
- Only one rider is allowed per scooter.
- Operators must keep at least one hand on the handlebars at all times.
- Scooters may not be attached to any other moving vehicle.
- Riders must obey all traffic signals, signs, and laws, and yield to pedestrians.
- Operating under the influence of alcohol or drugs is strictly prohibited.
- Parking: Scooters may be parked in the same manner and locations as bicycles, provided they do not block sidewalks, building entrances, or access points.
- Condition: All scooters must be well-maintained and in good working order.
Penalties:
Violations of the ordinance carry fines starting at $100, reduced to $75 if paid within 10 days. Fines may increase up to $750 for repeated or unresolved offenses. The ordinance was passed by the Village Board on July 23, 2025, and will take effect 10 days after publication. This regulation ensures consistent, safe, and responsible scooter use throughout Villa Park, providing residents with a convenient and sustainable way to get around the community.
E-Scooters
Rules for Use
- Riders must be 18 or older, per ordinance and State Law
- Only one person allowed per scooter
- Check your wattage! Any device 750W and over is prohibited
- E-Scooters are NOT permitted on roads with posted speed limits above 30mph or 4 or more lanes
- Riding on sidewalks is discouraged—use bike lanes, paths, or streets
Safety Reminders
- Walk your e-scooter in crowded areas such as Downtown Villa Park
- Look both ways before riding through any intersections
- Avoid distractions
- Use lights at night—white in front, red in back
- Wear a helmet
Fines for E-Scooter Misuse
$100 Initial Fine will be issued for operating an E-Scooter under these conditions:
- While under 18 years old
- With multiple riders
- On roads with a speed limit of 30mph or greater
Parents may be liable for minors’ offenses.
E-Bikes
E-Bikes are electronic bicycles that are equipped with fully operable pedals and include motor assistance.
Rules for Use
- Be labeled with classification, top assisted speed, and motor wattage.
- Only be ridden on the roadway and abide by the rules of the road.
- Be equipped with a lamp at the front and a reflector at the back to operate at night.
- Check your wattage! Any device 750W and over is prohibited
Class 1: Pedal Assist
- Motor only provides assistance when pedaling.
- Motor assistance stops when speed reaches 20mph
- No age requirement
Class 2: Throttle Assist
- Motor used to propel bike without using pedals.
- Motor assistance stops when speed reaches 20mph
- No age requirement
Class 3: Pedal Assist
- Motor only provides assistance when pedaling.
- Motor assistance stops when speed reaches 28 mph
- Age Requirement: 16+
